Knowledge Management in Government



Four Year ago in 2014 winter ,I got a task to reply on one tender related  a model for knowledge management in Government and carried out literature review  and identified these concepts

Governance

o   Concept

o   Governance is complex process
o   Governance refers to the process of governing societies in a situation where no single actor can claim absolute dominance
o   Governance means “the process of decision-making and the process by which decisions are implemented (or not implemented)
o   In the words of Kofi Annan ,”Good governance is perhaps the single most important factor in eradicating poverty and promoting development”
o   Governance is the exercise of economic, political and administrative authority to manage a country’s affairs at all levels

o   Governance Application

o   Governance can be used in several contexts such as corporate governance ,international governance, national governance and local governance 

Good Governance

o   Good Governance has 8 major characteristics. It is participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law 

Knowledge Management

o   Basic ideas of knowledge management are applicable to democratic nations with large and heterogeneous populations
o   The knowledge of citizens and decision makers is dependent on how information is acquired ,stored, retrieved ,and analysed
o   The concept “knowledge regime ” has been introduced to capture some differences of knowledge production in all democratic systems
o   Knowledge Regime are defined as sets of actors, organisation, and institutions that produce and disseminate policy ideas that affect how policy making and production regimes are organised and operate       

Governance and Knowledge


o   Governance and Knowledge are analytically separable as they refer to different elements of reality and can be conceptualised and measured .This concepts are in a circular relationship that makes to measured their interactions

Do you still need Knowledge Management Standard ISO 30401?

Knowledge Management Standard ISO 30401 Being an Information and Knowledge Management practitioner I received an email regarding ISO Standard for Knowledge Management and available for public feedback in the last month of 2017.  I did desk research along with literature review and summarize my opinion as it is more management oriented ,whereas epistemology of KM is broad it cover all aspect of information optimisation –behaviour,archive,record,content,technology,practice,learned lesson etc. .
